1. Background and pain points

As new urbanisation continues, construction-waste volumes rise each year. China reportedly generates more than 3 billion tonnes of construction waste annually, 

more than 40% of total urban waste. Resource recovery remains low, and large amounts are dumped without compliant treatment. This wastes land,

The key question for city authorities and construction companies is how to control at the source who transported the waste, 

where it went and whether it was handled compliantly.


Illegal dumping remains persistent: Compliant disposal is expensive, so some contractors and individuals choose illegal dumping. 

Yard entrances, roadside areas and secluded urban-rural fringe roads become frequent dumping locations. 

Manual patrols have limited coverage and usually investigate after the fact.


Outdated supervision and missing data: Paper registration and handwritten gate logs are incomplete and unreliable. Plate number, 

vehicle type, load status and entry/exit time are not collected systematically, making later investigation difficult.

2. Solution

Ruanjie provides an intelligent entry and exit supervision system for construction waste. The architecture combines front-end intelligent

 recognition with centralised cloud management. HD capture equipment at construction-site entrances and disposal facilities recognises plates,

 captures panoramic images and uploads records in real time for digital supervision of the entire transport chain.


Capability 1: Dual-camera intelligent capture and recognition

The system combines a low-mounted license plate recognition camera with a high-mounted panoramic camera. 

The low camera identifies the plate, vehicle type and direction; the high camera captures the full vehicle, load status and whether the cargo area is covered. 

Each passage automatically triggers capture. Plate recognition, panoramic image, timestamp and location are bound into one complete evidence record.

Result: Every passage is captured, recorded and uploaded without manual intervention. One camera can control one entrance 24 hours a day, 

replacing handwritten gate registration.


Capability 2: Cloud data aggregation and remote supervision

Front-end data is uploaded by 4G/5G or wired networks to the cloud platform. Managers can query vehicle records for a site and time range, 

transport routes and frequency for a specific vehicle, warnings and capture evidence. Multi-level management supports contractor self-checks,

 transporter self-management and centralised city-management supervision, with separated permissions and data visibility.

Result: Enforcement officers can see the entire transport situation from the office,

 retrieve evidence immediately and move from city-wide patrols to targeted action based on system alerts.

Built-in rules automatically warn about unregistered vehicles, flag frequent passages outside approved transport hours and identify the same vehicle visiting
