Ruanjie Intelligent's "Smart Parking" product has successfully passed the testing and certification of the "Shanghai Local Standard" GA/T 761-2024!

GA/T 761‑2024, the public‑security industry standard Technical Requirements for Safety Management System of Parking Garage (Lot), was issued on April 17, 2024 and implemented on July 1, 2024, superseding the previous version GA/T 761‑2008. This standard is under the jurisdiction of SAC/TC100, the National Technical Committee for Standardization of Security and Alarm Systems. Let’s take a look at the updates in the latest safety industry standard.


Since its implementation, GA/T 761‑2008 Technical Requirements for Safety Management System of Parking Garage (Lot) has effectively promoted the standardized development of safety management systems for parking garages (lots) across China, improved industrial technical competence and product quality, and provided solid support for public safety and social stability. Nevertheless, with rapid technological advancement, technologies and equipment applied in the parking industry have kept upgrading, and many new modes have emerged for parking‑garage safety management systems. GA/T 761‑2008 can no longer satisfy industry development demands. Accordingly, the Science, Technology and Informatization Bureau of the Ministry of Public Security assigned the revision task for the recommended industry standard GA/T 761 Technical Requirements for Safety Management System of Parking Garage (Lot) in 2016.


1) Revised the scope. It specifies system composition, security levels, functional and performance requirements, enclosure protection rating, reliability, safety, electromagnetic compatibility, environmental adaptability, power‑supply requirements, marking, as well as system inspection and acceptance for parking garage (lot) safety management systems. 

2) Revised terms and definitions. Revised the definition of “parking garage (lot) safety management system” as an electronic system that comprehensively manages vehicle entry‑exit verification, monitoring, guidance, car‑searching, together with personnel and vehicle safety inside garages (lots). Deleted definitions for enclosed parking garage (lot), vehicle identifier, vehicle information recognition device, audible‑visual alarm device, vehicle guidance device, central management unit, centralized charging, exit‑side charging, opening priority and anti‑crash‑vehicle function. Added definitions for vehicle credential, reading device, monitoring console, together with abbreviations and symbols. 

3) Revised system composition. The system is generally composed of system management, access control, parking guidance (if applicable), and in‑garage (lot) safety (if applicable).

4) Added security levels as well as system functional and performance requirements. 

(1) Specified functional and performance requirements for four security levels, where Level 1 is the lowest and Level 4 the highest;

(2) Added requirements for information security, arming/disarming, backup power supply, parking‑space sharing, parking‑space reservation and unattended operation; revised functional requirements for clock setting, evidence‑capturing imaging, monitoring‑console alerts and charge management; 

(3) Added reading‑function‑related performance clauses; revised requirements for on‑site warning, barrier operation and intercom function

(4) Added parking‑space status detection, license‑plate recognition, vehicle positioning, black‑and‑white lists and car‑search functions; 

(5) Added safety requirements inside garages (lots); 

(6) Revised system interface requirements; 

(7) Deleted system transmission requirements.

5) Revised enclosure protection‑rating requirements for indoor equipment. Adjusted indoor‑equipment enclosure protection rating from IP52 to IP3X.

6) Added marking requirements.
